We must note that the error in reasoning from the Letter of the Holy Office 1949 was repeated at Vatican Council II. The Council Fathers believed that there was known salvation outside the Church.
Since there was known salvation outside the Church and so the dogma outside the Church was eliminated, they were more positive towards other religions.
However this positivity is expressed in a general sense and with hypothetical and speculative  statements. So they really are not exceptions to the past exclusivist ecclesiology of the Catholic Church in as much as the baptism of desire, baptism of blood and invincible ignorance were never explicit exceptions to Feeneyite EENS.
So in general, inspite of the error of reasoning from the 1949 Letter, which is the basis of the new theology, Vatican Council II is still in harmony with the past ecclesiology of the Church, the Syllabus of Errors, the dogma extra ecclesiam nulla salus and an ecumenism of return.
So Vatican Council II is saying that outside the Church there is no salvation and there are no exceptions and that there can only be an ecumenism of return.
