Bishop Richard Williamson, Bishop Mark Piravanus, Bishop Daniel Dolan and Bishop Donald Sanborn are interpreting LG 14 and AG 7 with B being an exception to A.1

Bishop Willlaimson when he was a priest is reported to have placed information on Feeneyism, on the website of the SSPX. It is probably still there. It considers B an exception to A and the dogma extra ecclesiam nulla salus. The bishop supported the Letter of the Holy Office and was not aware of the mistake made by the Holy Office 1949.

The same error can be read on the website of the sedevacantists CMRI( Congregation of Mary Immaculate Queen (CMRI). There is an article on the baptism of desire which has been approved by Bishop Mark Piravanus.
The sedevacantists at St. Gertrude the Great Church, USA also use the Marchetti premise and inference. This can be read on line in articles written by Bishop Donald Sanborn. It is always B is an exception to A.

Unlike the bishops in the mainline Church none of these bishops are under any compulsion to claim B is an exception to A . It is only in ignorance that they say B is an exception to A.-Lionel Andrades

Here is the orthodox passage in Ad Gentes 7 which in accord with the dogma extra ecclesiam nulla salus.

Therefore, all must be converted to Him, made known by the Church's preaching, and all must be incorporated into Him by baptism and into the Church which is His body. For Christ Himself "by stressing in express language the necessity of faith and baptism (cf. Mark 16:16; John 3:5), at the same time confirmed the necessity of the Church, into which men enter by baptism, as by a door.-AG 7

The following passage in Ad Gentes 7 is based on Marchetti assuming being saved in invincible ignorance and the baptism of desire were explicit for him in 1949 and so were exceptions to the traditional Feeneyite version of the dogma on salvation.

Therefore those men cannot be saved, who though aware that God, through Jesus Christ founded the Church as something necessary, still do not wish to enter into it, or to persevere in it."(17) Therefore though God in ways known to Himself can lead those inculpably ignorant of the Gospel to find that faith without which it is impossible to please Him (Heb. 11:6)-AG 7

The following passage from Lumen Gentium 14 is orthodox and in agreement with the rigorist interpretation of the dogma extra ecclesiam nulla salus.

Basing itself upon Sacred Scripture and Tradition, it teaches that the Church, now sojourning on earth as an exile, is necessary for salvation. Christ, present to us in His Body, which is the Church, is the one Mediator and the unique way of salvation. In explicit terms He Himself affirmed the necessity of faith and baptism(124) and thereby affirmed also the necessity of the Church, for through baptism as through a door men enter the Church. -LG 14

The following passages from Lumen Gentium 14 also comes from the objective mistake Cardinal Francesco Marchetti Selvaggiani made in the Letter of the Holy Office. Why did they have to mention those saved with the baptism of desire (explicit intention) or infer there are those saved in invincible ignorance ? Why would they be relevant to the orthodox passage above.How would they be relevant to the centuries-old dogma if they were not explicit and personally known? Why did they have to mention it in Vatican Council II?

Whosoever, therefore, knowing that the Catholic Church was made necessary by Christ, would refuse to enter or to remain in it, could not be saved.-LG 14

Catechumens who, moved by the Holy Spirit, seek with explicit intention to be incorporated into the Church are by that very intention joined with her. With love and solicitude Mother Church already embraces them as her own.-LG 14

B was placed in Vatican Council II since they assumed Marchetti was correct when he said there was salvation outside the Church. This was accepted by Pope Pius XII and Pope John XXIII.

Now we know that these cases cannot be exceptions since they are not explicit in our reality.So these are really superflous passages, dead wood statements.

The contemporary magisterium interprets B as being an exception toA and the dogma on exclusive salvation in the Catholic Church.So ecclesiology has changed. The 'Feeneyite' version of the dogma is no more accepted.

A case of bad philosophy creating a bad theology.Then the same irrationality is used to interpret Vatican Council II as a break with the dogma extra ecclesiam nulla salus and the Syllabus of Errors.He was not aware of the error in the Letter of the Holy Office to the Archbishop of Boston 1949. The Letter assumed invisible cases of the baptism of desire etc were visible. It wrongly assumed hypothetical cases were not hypothetical but objectively visible.
The good Bishop uses this reasoning. So for him Lumen Gentium 16( invincible ignorance) would refer to visible cases of persons saved without the baptism of water in the Catholic Church. For me LG 16 refers to an invisible case. So it is not relevant or an exception to Feeneyite extra ecclesiam nulla salus.
For me Vatican Council II does not contradict with the dogma extra ecclesiam nulla salus as it was known to the 16th century missionaries.
Bishop Williamson's reasoning however is the same as the liberals and the Vatican Curia.

On the feast of Christ the King we see that the majority of Catholic lay people and religious including ecclesiastics do not vote for Catholic political parties which support the Social Reign of Christ the King over all political legislation.Instead they vote for secular political organisations.

They do not believe that Jesus Christ as known in the Catholic Church must be at the centre of all political and social legislation.

They do not believe that all need 'faith and baptism' for salvation(Vatican Council II, Ad Gentes 7).So to avoid the fires of Hell all need to formally enter the Church,is not more the priority in social and political legislation. Even the popes, cardinals and bishops do not believe in this any more. This is why in Italy the majority of Catholics vote for political parites like the Partito Democratico, Alleanza Nationale etc which do not support the Social Reign of Christ the King.

Instead the popes and cardinals have accepted the New Theology of Rahner and Ratzinger which suggests that there is known salvation outside the Church.This is their view even though there is no known salvation, practically known, outside the Church. Neither has any one in the past seen personally someone saved outside the Church.
Yet this is how Vatican Council II is interpreted. Since there is known salvation of the baptism of desire and being saved in invincible ignorance without the baptism of water, there is no more the dogma extra ecclesiam nulla salus. Since the dogma on exclusive salvation does not practically exist any more there is no more an ecumenism of return.

Since there is alleged known salvation outside the Church it is not necessary that the Social Reign of Christ the King be a priority for the popes and Catholics. People are saved in their religions even if they are not Catholic.
This Rahnerian theology is also accepted by the SSPX and the other traditionalists.

So Catholics today do not feel obligated, in Italy for example, to vote for Militia Christi or Forza Nuova.
