Lumen Gentium 8 is a Cushingite passage. It is part of the new theology. It has its reasoning from the error in the second part of the Letter of the Holy Office 1949.
According to the dogma EENS( Feeneyite) there is only one Church of Jesus Christ and all need to be formal members of this Church for salvation. There is no salvation outside the Church.There is no known salvation in other religions, or outside the visible boundaries of the Catholic Church.This is the Council of Florence's ,Cantata Domino 1441.Since Cushingism assumes there is salvation outside the visible boundaries of the Catholic, since all do not need faith and baptism for salvation, it is postulated that there are elements of sanctification of truth outside the Church, as if these cases are salvific or exceptions to the dogma EENS.
Even if there are elements of sanctification and truth outside the boundaries of the Church, which are known to God, in a salvific sense, they are hypothetical cases for us.So Lumen Gentium 8 seen with Feeneyism, is implicit, invisible and hypothetical and so it does not contradict the dogma EENS which says all need to be visible members of the Church to avoid Hell.
So we have to be aware of the Cushingite theology here and replace it with rational Feeneyism.

The definition of Vatican Council II, cited by Dr.Fastiggi is similar to that of St. Robert Bellarmine.However the understanding of what is faith has changed. Since at the time of St. Robert Bellarmine the theology was Feeneyite. Now it is Cushingite.
Ecclesiology has changed. There was the old, traditional ecclesiology at the time of St. Robert Bellarmine based on EENS( Feeneyite).While at the time of Vatican Council II there was a new ecclesiology.It was Cushingite.There was was a new EENS.It was an EENS which was Cushingite.The traditional interpretation of EENS( Feeneyite) was rejected.
So compared to the time of St. Robert Bellarmine we have a change in ecclesiology and salvation theology( soteriology). These are heretical consequences. The Nicene Creed is changed and the Athanasius Creed is rejected. The Nicene Creed is Cushingite and the Athanasius Creed is rejected since it is Feeneyite.

This is the issue.
The 23,000 bishops and the Vicar of Christ assumed hypothetical cases were explicit exceptions to the dogma extra ecclesiam nulla salus(EENS-Feeneyite).
They accepted this reasoning which was there in the second part of the Letter of the Holy Office 1949 to the Archbishop of Boston.
They approved the theology of Cushingism. So we find in Vatican Council II Cushingism passages along with Feeneyite passages.
The baptism of desire and being saved in invincible ignorance according to the theology of Feeneyism, which I have explained in a previous post,1 refer to invisible for- us cases. So they are not exceptions to the dogma EENS ( Feeneyite) or the Feeneyite passages in Vatican Council II, those passages which affirm the traditional ecclesiology.
When the Council Fathers accepted the Cushingite passages in Vatican Council II it was a mistake.Those passages should not have been there.
They were wrongly placed in Vatican Council II since the Council Fathers, assumed implicit cases were explicit, hypothetical cases were objectively known.
To reject the old ecclesiology and the dogma EENS( Feeneyite) is heresy.To assume that the baptism of desire and being saved in invincible ignorance are baptisms, visible and repeatable like the baptism of water is irrationality. It also changes the Nicene Creed to 'I believe in three or more baptisms for the forgiveness of sin'.This too is heresy.It makes the first and last passage of the Athanasius Creed obsolete.
So the Cushingite passages in Vatican Council II and the Cushingite interpretations of Vatican Council II are heretical and this was supported by the bishops and Pope Paul VI and the popes which followed.
The Holy Spirit cannot teach error. Cushingism cannot be the teaching of the Holy Spirit.
So Bishop Sanborn is correct in rejecting this aspect of Vatican Council II, the Cushingite aspect.
However he is wrong to not interpret Vatican Council II with the theology of Feeneyism.Then the Cushingite passages are simply assumed to refer to hypothetical cases and so are not exceptions to the old ecclesiology or the dogma EENS( Feeneyite).
The same error is made by Dr. Robert Fastiggi. He does not interpret Vatican Council II with Feeneyism. Instead he quotes the Feeneyite passages and he tries to interpret the Cushingite passages, in line with Tradition(Feeneyism).

However it mentions the baptism of desire and being saved in invincible ignorance(AG 7,LG 14) and this is assumed to exclude the baptism of water, as it was understood in the second part of the Letter of the Holy Office 1949.So for salvation every one does not need to be a formal member of the one, true, holy and Catholic Church.
The Letter suggests that there are explicit exceptions to the dogma EENS(Feeneyite).At the time of Vatican Council II, the Archbishop of Boston and the Holy Office had still not lifted the excommunication of Fr. Leonard Feeney.

We are not joined together by the same profession of faith.We have the Catholic Faith interpreted with the theology of Feeneyism or Cushingism.We have pastors and the Vicar of Christ interpreting Vatican Council II (LG 16, LG 8 etc) with irrational Cushingism.So the inference is a break with Tradition.It is a rupture with the dogma EENS( Feeneyite) and in harmony with the dogma EENS( Cushingite). It is a rupture with the Syllabus of Errors. There is a conflict with pre and post Vatican Council II theology and practise.
Bishop Sanborn rejects this heresy.He rejects Vatican with this Cushingite interpretation.Since the popes accept this heresy he chooses sedevacantism.

It is not the same faith. Since I interpret Vatican Council II and other Church documents with Feeneyism. The popes and bishops do so with Cushingism.
It is not the same govenment as at the time of St.Robert Bellarmine. The popes and cardinals at the time of St. Robert Bellarmine were Feeneyites. For them there were no exceptions to the dogma EENS which was also Feeneyite.The popes from Pius XII are clearly and magisterially Cushingite.For these popes since the 1940's there were exceptions to the dogma EENS( Feeneyite.So there is now an EENS which is Cushingite. EENS is interpreted as having exceptions.There are explicit exceptions to EENS and they include explicit for us baptism of desire etc.
So we do not have the same faith. The doctrine and  practise of the contemporary government of the Church is Cushingite.Pastorally the Church is Cushingite and so different from the time of St. Robert Bellarmine.

CUSHINGISM
I refer to the new theology as Cushingite theology since it is based on known exceptions to extra ecclesiam nulla salus( Feeneyite).It assumes the baptism of desire refers to explicitly visible cases in the present times(2016) saved without the baptism of water in the Catholic Church.It infers that not every one needs to enter the Catholic Church for salvation, as was taught by the Council of Florence 1441.It accepts the second part of the Letter of the Holy Office 1949 which contradicts the first part which is traditional.The first part of the Letter(1949) supports EENS(Feeneyite).
I think it is more precise to call the new theology Cushingite theology, since it refers to an important supporter,Cardinal Richard Cushing, who enforced it in the Archdiocese of Boston and had it placed in the text of Vatican Council II.However one can choose to call it Theology B or another name.With two columns1I have explained the old theology as A and the new theology as B in many blog posts.

FEENEYISM
The old traditional theology on EENS (Feeneyite) , that of the 16th century missionaries, to whom Pope Benedict recently referred to in the interview with Avvenire,I call the Feeneyite theology.It may be called the A theology or any other name.I am referring to the theology at the time of the Council of Florence 1441,to Cantate Domino.It did not consider the baptism of desire as being explicit.There are no known exceptions to EENS( Feeneyite).The interpretation of EENS( Feeneyite) is 'strict' or 'rigorist'.
So I use the terms Cushingism or Feeneyism when discussing ecclesiology or salvation theology( soteriology).In inter-religious dialogue and ecumenism I am a Feeneyite and not a Cushingite.
Feeneyism for me, does not have an innovation, a new premise ( hypothetical cases are explicit) and a new conclusion( they are explicit exceptions to EENS,Feeneyite).
So I can choose to interpret Vatican Council II with Feeneyite LG 16, LG 8,UR 3, NA 2 etc.Since all of them refer to invisible and not visible cases,hypothetical and not objectively known cases.For people in general LG 16, LG 8, UR 3, NA 2 etc are Cushingite.
So much of Vatican Council II is based on Cushingism.It comes from the Cushingite part of the Letter of the Holy Office 1949.It was the reasoning of the second part of the Letter(1949).This is an error in Vatican Council II.It is a philosophical error,which says that the baptism of desire cases are exceptions to EENS since they are visible. If they were not physically visible they would not be exceptions.This is convoluted reasoning.Yet it comes across when someone says there are exceptions to EENs or all do not need to enter the Church.
This is the philosophical error which creates a new theology,which is an innovation and heresy.
Once this is understood it can be seen in the Ecclesiology Debate between Bp. Donald Sanborn and Dr. Robert Fastiggi (video below) that they are both mixing up Cushingism and Feeneyism as a theology.

According to believers, 35 years ago the Virgin Mary first appeared in Međugorje.Tens of thousands of pilgrims, many of whom walked from the nearby villages in Bosnia and Herzegovina and Croatia, gathered on Saturday at masses and devotions in Međugorje which mark the 35th anniversary of the beginning of the apparitions of Our Lady, reports dalmacijanews.hr on June 25, 2016.
According to the Information Centre “Peace” in Međugorje, from early morning masses of believers flow towards the parish church of St. James, where masses in 20 languages are being conducted from 5 am, and towards the Apparition Hill in Bijakovići.
In addition to Croatian and Bosnian faithful, many pilgrims have arrived from Italy, Mexico, Brazil, Argentina, Switzerland, Lebanon, South Africa, Poland, Belgium, the Czech Republic, Sri Lanka, Slovakia, Spain, the United States. Romania, Hungary, Portugal, Korea and other countries.
The mass in the Croatian language at 11 am was led by Ivan Dugandžić who urged the faithful to follow the way of Jesus and the messages of Our Lady which are filled with calls to conversion and peace. Božo Milić said that the messages have a global dimension. “When Our Lady says peace, there are so many people who have made peace here with their families. When Our Lady says peace, then it is peace which spreads throughout the world”, he said. The main mass this evening will be led by Branko Radoš, the head of the Croatian Catholic Mission in Lucerne.
Međugorje is still awaiting the official position of the Holy See after the special international commission completed its work and submitted its opinion to the Holy See.
According to the claims of six children, the Blessed Virgin Mary appeared for the first time on 24 June 1981 at the Apparition Hill in Međugorje. They got scared and ran away from there. When they came back the next day, the Virgin Mary appeared again and sent her messages and calls to prayer and peace which have continued to this day.
According to the Information Centre “Peace” in Međugorje, during the last 35 years Međugorje has been visited by more than 40 million pilgrims.

He studied the apparitions of the visionaries and came to the conclusion that they do enter into a genuine state of ecstasy, even admitting: “we were certainly in the presence of an extraordinary phenomenon.”
What moved him most powerfully, however, was the behavior of the birds. Before the apparitions of the visionaries would begin in the rectory, there were thousands of birds outside chirping and cooing, being incredibly—at times, deafeningly—loud.
Until the moment when the apparitions would begin: the second that the visionaries would drop to their knees and go into ecstasy every bird outside would go completely silent.
That absolute silence of the birds haunted him, Dr. Margnelli admitted. A few weeks after returning to Italy from Medjugorje, Dr. Margnelli became a practicing Catholic.

Deacon Brian Miller explained, at the 2016 Marian Conference at the University of Notre Dame last month, that one year in the ‘80s the Notre Dame basketball team was in Yugoslavia for a summer tour playing basketball. They made a side trip to Medjugorje. They made the trip under Coach Digger Phelps, who spent 20 years as head coach (1971-1991) of Notre Dame’s men’s basketball team and then many years as an ESPN broadcaster and analyst.
David Rivers, who was the star point guard on the team, and the 25th overall pick of the 1988 NBA draft, playing professionally for the Lakers and the Clippers, shared a testimony about the Medjugorje trip at Notre Dame’s library. Rivers, it is noteworthy, was not even Catholic.

“He said it was stunning,” Deacon Miller recalled. “There were all these birds
outside [in Medjugorje, as the apparitions were to begin].” At that time, the visionaries had their apparitions in the rectory of St. James Church, and during the day the basketball team was there, there were thousands of birds outside, making noise, “and then as soon as Our Lady came, boom, it was quiet, until she left,” Deacon Miller said, recollecting Rivers’ testimony.
