Factual error distorts SSPX District Superior Italy from seeing Vatican Council II as traditional on ecumenism

The Dictrict Superior of the SSPX in Italy, Father Pierpaolo Petrucci who considers those saved in 'imperfect communion with the Church' (UR 3)  as being known, visible, explicit in 2014 is unable to say that Vatican Council II says all Christians need to enter the Catholic Church (AG 7) for salvation.
On the website of the Fraternità Sacerdotale San Pio X he comments on the recent ecumenical meeting at the Basilica of St.Paul Outside the Walls at which Pope Francis was present. He writes :
 
But from whom comes this scandal if not by those who have left the Church, rejecting the authority of the Pope and revealed truth? To repair this scandal why does the pope not invite those who are separated to return to the unity of faith, worship and submission to the legitimate pastors, unity with the Catholic Church which was never lost and so should be found? So the popes, before the last council such as Pius IX at the first Vatican Council, launched an urgent appeal to the Christians dissidents to return to the bosom of the Church.1

Fr. Pierpaolo Petrucci cannot say here that Vatican Council II (AG 7,LG 14) says all need faith for salvation, including Protestants and Orthodox Christians.
 
Protestants have the baptism of water but they do not have Catholic Faith which includes the faith and moral teachings of the Church and the Sacraments, needed for salvation.
 
For Fr.Petrucci Ad Gentes 7 and Lumen Gentium  14 (all need faith and baptism for salvation) are contradicted by Unitatis Redintigratio 3 which suggests Protestants could be saved in imperfect communion with the Church. For  him these cases  saved in imperfect communion with the Catholic Church are not invisible- but are visible exceptions to AG 7, LG 14 and the dogma extra ecclesiam nulla salus.
 
So he is unable to say that Vatican  Council II indicates that there should be an ecumenism of return. Protestants are oriented to Hell with mortal sins of abortion, divorce etc sanctioned by their churches. They also do not have access to the Sacraments of the Catholic Church especially that of Reconciliation.Orthodox Chrisians are not in unity with the pope.
 
According to the dogma extra ecclesiam nulla salus ( Cantate Domino, Council of Florence 1441)  Protestants are 'heretics' and the Orthodox Christians are 'schismatics'.
 
There is no text in Vatican Council II which contradicts Cantate Domino, unless like Fr. Pierpaolo Petrucci, one assumes those saved in invincible ignorance (LG 16) etc are visible to us on earth.This is an irrationality in the interpretation of the Council and the fault is not with the Council.
To consider the dead now saved in Heaven to be visible to us on earth is a factual error. It is a fact that we cannot see the dead. It is this factual error which prevents the SSPX Superior from seeing Vatican Council II as a continuation with Tradition on the issue of ecumenism.

Ma da chi viene lo scandalo se non da parte di coloro che hanno abbandonato la Chiesa, rigettando l’autorità dal Papa o una parte delle verità rivelate? Per riparare questo scandalo perché non si invita coloro che si sono separati a ritornare a quell’unità di fede di culto e alla sottomissione ai legittimi pastori, unità che la Chiesa cattolica non ha mai perso e che quindi non deve ritrovare? Così facevano i pontefici prima dell’ultimo concilio come per esempio Pio IX che in occasione del Concilio Vaticano I lanciava un appello accorato ai cristiani dissidenti perché ritornassero nel seno della Chiesa.[1]

SSPX District Superior unknowingly supports Cardinal Kurt Koch

The Society of St.Pius X (SSPX) District Superior, Italy has indicated that there are known exceptions to the dogma extra ecclesiam nulla salus (1). Cardinal Kurt Koch also believes there are known exceptions to the dogma on exclusive salvation and so he does not state that Jews need to convert in the present times for salvation.(2)
Cardinal Koch said 'Catholics profess that, in the end, all salvation will be accomplished through Jesus Christ....’
Cardinal Koch “it does not necessarily follow that the Jews are excluded from God’s salvation because they do not believe in Jesus Christ as the Messiah of Israel and the son of God”.
 He does not say that Jews need to convert in the present time but that at some future time unknown to him they will be saved through Jesus Christ. Note they will be saved by Jesus Christ in their religion and will not have to convert even then too.
Since there is known, visible, explicit salvation outside the Catholic Church in the present times (2014) when they meet a Jew, Muslim or Christian, they both cannot say that the person whom they meet is oriented to Hell. Since there are known exceptions for both of them. This is the message of  Vatican Council II for Don Pierpaolo Petrucci of the Fraternita Sacerdotale San Pio X, Albano and Cardinal Kurt Koch, the President of the Vatican Council for Christian Unity and relations with the Jews.
 Both interpret Vatican Council II with an irrational premise(the visible-dead). The Cardinal welcomes Vatican Council II the SSPX Superior rejects it because of the use of the same premise.
 If the SSPX Superior would  consider all salvation mentioned in Vatican Council II as implicit, de jure and known only to God, then Vatican Council II would not contradict the dogma extra ecclesiam nulla salus and the traditional  teaching on other religions and Christian communities.-Lionel Andrades
