BISHOP GERHARD MULLER MADE TWO FUNDAMENTAL MISTAKES ON VATICAN COUNCIL II: HE ASSUMED LG 16 CONTRADICTS EXTRA ECCLESIAM NULLA SALUS AND HE DID NOT KNOW AG 7 SUPPORTS THE DOGMA

At the International Theological Commission he assumed invincible ignorance etc were exceptions to the interpretation of Fr.Leonard Feeney. In ecumenical prayers with the German Lutherans he rejects Vatican Council II which indicates all Lutherans need Catholic Faith to avoid Hell (AG 7).
 
This is the same error of Pope Benedict XVI who also maintains the Protestant theology of just believing in Jesus is enough and being a visible member of the the Catholic Church is not necessary for salvation.
 
This is the official Vatican policy being followed all over the world i.e salvation in Jesus without the Catholic Church.Priests in their homilies preach Jesus without the necessity of being a visible member of the Catholic Church for salvation.

They proclaim Jesus without the necessity of being a visible member of the Catholic Church for salvation perhaps because Cardinal Ratzinger never said "we don't know anyone saved with the baptism of desire ". So he never said " there are no known exceptions to everyone needing to be a visible member of the Catholic Church for salvation". Instead the homilies just focus on Jesus without every one having to be a visible 'card carrying member' of the Church to go to Heaven and avoid Hell.
 
It was Cardinal Richard Cushing who  in the 1940's  came up with the new theory of the visible baptism of desire which was supposed to be an exception to everyone needing to be a visible member of the Catholic Church for salvation.-Lionel Andrades
